Officer Andrew McKuhen had been stopped at a red light at Hoffner Avenue and Semoran Boulevard. The video shows the marked police SUV’s lights turning on but then going dark moments before the collision. The state attorney’s office decided not to charge McKuhen with vehicular homicide. A prosecutor’s memo revealed that the police vehicle had a documented history of issues with its lights and sirens. An attorney for McKuhen told investigators that the officer was attempting to stop a vehicle that had made an illegal U-turn. Orlando police stated that an internal affairs investigation into the incident is still pending. Ortiz’s daughter, Judy Santiago, shared the family’s pain and called for accountability. “They are here to protect and serve us, not saying that he did it maliciously, but still, there has to be accountability,” Santiago said. “The Ortiz family is broken. Our hearts are broken. They have not been able to mend yet,” she added.
