Tampa police release new video of Ybor City crash that left 4 dead, several injured

TAMPA, Fla. (WFLA) — Never-before-seen video was released by Tampa police on Wednesday, showing the moments after a fleeing driver plowed into a crowd outside a Ybor City bar, killing four people and leaving several others injured. The driver, Silas Sampson, was fleeing law enforcement on Nov. 8, 2025, after being spotted "driving in a reckless and erratic manner" on Interstate 275 near Dr. Martin Luther King Jr. Boulevard, according to authorities. Officials released helicopter video of the pursuit, which involved both Tampa police and Florida Highway Patrol troopers, early on in the investigation. However, the full video was made public for the first time Wednesday. The video released Wednesday showed a never-before-seen part of the pursuit where a Tampa police officer was following Sampson near Nebraska Avenue and 7th Avenue. As they came to a stoplight, an FHP trooper went around the TPD patrol car and began pursuing Sampson. The Tampa officer did not follow. The trooper then attempted a PIT maneuver on Sampson's vehicle near the intersection of 7th Avenue and Henderson Avenue, but it was unsuccessful. A helicopter pilot could be heard over the radio, saying, "Hey FHP we'll keep him in sight if you want to back off since he's on 7th Avenue." Only second later, Sampson crashed into a crowd outside Bradley’s on 7th Avenue. Urgent voices could be heard over the radio, with someone saying, "Multiple subjects hit." The crowd appeared frantic, and several people could be seen trying to help the injured. At least one person could be heard over the radio saying there was a "signal 7," a police code which is used to report fatalities. A total of four people were killed in the crash, and more than a dozen were injured. The full video was released following the completion of an administrative review. The Tampa Police Department said the review found that there were "no violations" of the agency's policy during the response to the incident. The agency also reviewed all pursuits involving FHP within city limits and said there were not any cases where TPD officers requested that troopers initiate a pursuit. The police department did update its policy in regard to the Ybor City crash, clarifying that TPD officers are prohibited from requesting another agency to initiate a pursuit when TPD policy would not allow them to do so.
