Cranston man charged in crash that killed bicyclist

CRANSTON, R.I. (WPRI) — A Cranston man has been arrested in connection with a crash that killed a 53-year-old bicyclist earlier this year. Kelvin Santana, 21, has been charged with failing to stop in an accident resulting in death in connection with the March 23 crash that killed Michael Ouellet. Officers rushed to Wellington Avenue near Well Avenue after receiving a 911 call about a bicyclist lying in the middle of the roadway. The bicyclist, later identified by police as Ouellet, suffered severe injuries, including several lacerations to the head. Police said Ouellet was rushed to Rhode Island Hospital where he was later pronounced dead. Investigators believe Ouellet was walking his bicycle in the roadway when he was hit from behind by a pickup truck. The driver who hit Ouellet, identified by police as Santana, took off after the crash but eventually returned and was cooperative. Police said that, at the time of the crash, that section of Wellington Avenue was poorly lit, with several streetlights not working. The crash remains under investigation at this time.
