Victims in Elk Grove stolen car crash identified

(FOX40.COM) — The two victims who were killed in an Elk Grove crash involving a car that was allegedly stolen by teenagers were identified. The Sacramento County Coroner's Office identified the victims as 54-year-old Skip Phoong A Van and 47-year-old Tiffany Chin A Chu, both of Elk Grove. The Elk Grove Police Department said officers attempted to conduct a traffic stop on a Hyundai driving recklessly around 4 a.m. on Monday in the area of Rau Park. The vehicle led officers on a pursuit. One of the occupants fled on foot when the car stopped at a dead end. The Hyundai made a U-turn, ran a red light and crashed into a Tesla at the intersection of Elk Grove Florin Road and Brown Road, EGPD said. The Tesla was occupied by Skip Phoong A Van and Tiffany Chin A Chu, who died, along with a 55-year-old woman and a 63-year-old man, who were taken to the hospital. According to police, the Hyundai was an unreported stolen car from Sacramento. The driver, a 14-year-old boy, and the passenger, a 13-year-old boy, were detained. The rear passenger who had fled has not been found. The 14-year-old driver was taken to the hospital and will be charged with vehicle theft, two counts of vehicular manslaughter and felony evasion, Elk Grove police said. The 13-year-old was released to his parents after receiving medical treatment.
