In response to the first lawsuit by a victim's family, the government admitted partial liability due to violations by the air traffic controller and the oversight of the Army helicopter pilots. The lawsuit also implicates American Airlines and PSA Airlines, although they have filed dismissal motions. The incident occurred when the helicopter flew into the path of the regional jet during landing at Ronald Reagan National Airport. Investigations highlighted several contributing factors, including the helicopter flying too high on a restricted route.
