Snowplow driver behind deadly crash arrested on DUI charge

WEST WARWICK, R.I. (WPRI) — A Lincoln man who police said fatally struck a North Providence woman while snowplowing in 2024 has been arrested on charges of driving under the influence and disorderly conduct. Rhode Island State Police allege Lloyd Card, 32, was driving under the influence of liquor when he was pulled over on Legris Avenue in West Warwick close to 2:30 a.m. last Saturday. According to court records obtained by Target 12, Card's blood alcohol content was between 0.095% and 0.103%. Police also charged Card with disorderly conduct, though the details of the incident that led to the charge were not immediately available. Card faced a judge on Monday and pleaded not guilty to both charges. He was released on $2,000 surety bond with conditions that he be enrolled in pretrial services to monitor for alcohol. A judge also ordered Card not to drive, except to and from work, and not after 7 p.m. Separately, police also issued a traffic citation to Card for not wearing a seatbelt, operating a vehicle without insurance, and operating a vehicle when the registration is canceled. Court records obtained by Target 12 show Card was driving a car that was not registered in his name. Card's attorney, Andrew Dimitri, told Target 12 he had no comment on Wednesday. At the time of his arrest, Card was on probation related to a disorderly conduct charge from North Providence police in December. Card previously pleaded no contest to that charge. Card has a criminal history dating back to 2012 in Rhode Island, with arrests by police departments across the state. He has also been issued several traffic citations over the years. Card was not criminally charged in the Jan. 2024 incident that killed 71-year-old Maria Vega-Rivera, but was issued three motor vehicle violations: driving with a suspended license (third offense), driving without insurance, and driving an unregistered vehicle. Card pleaded guilty to all three charges, which resulted in $835 in fines, plus a three-month loss of his license. Ten months after the incident, Card was arrested again by North Providence police for driving with a suspended license (fourth offense). He pleaded no contest to that charge.
