A second teenager who was injured in a car accident in Westminster earlier this month has passed away, as confirmed by Carroll County authorities. The incident involved a group of five teens, all from Francis Scott Key High School, who were traveling in a pickup truck when the driver lost control on Jasontown Road, causing the vehicle to overturn into Little Pipe Creek. One of the teenagers, Cash Owings, aged 16, lost his life on the night of the crash. Another student, Seven Rupp, who was flown to Shock Trauma for treatment, also tragically passed away on Monday. The local community has rallied around the grieving families, with initiatives such as a GoFundMe set up to help support the Rupp family. The school has offered support and resources for students and families dealing with the loss, acknowledging the profound impact on the entire community.
