Law enforcement arrests man implicated in fatal Christmas Day crash in Marion County

INDIANAPOLIS — A man implicated in a fatal Indianapolis crash was arrested on Saturday. A public police report indicates law enforcement executed a warrant for the arrest for 25-year-old Stanley Louis in Marion County on Friday. He was wanted on the following charges: The charges were filed against Louis on March 30. The warrant for his arrested was issued the same day. According to an affidavit for probable cause, which was also filed on March 30, the crash Louis was allegedly involved in happened on Christmas Day around 2:42 a.m. At that time, officers with the Indianapolis Metropolitan Police Department responded to the intersection of North Mitthoefer Road and John Marshall Drive to investigate a crash. When police arrived at the scene, they located two vehicles that had been involved in a crash — a blue 2014 Ford Focus and a gray 2009 Honda Accord. The drivers of both vehicles were entrapped in their cars during the crash. The occupant of the Ford Focus, identified in the probable cause affidavit as 31-year-old Hailey Clark, was pronounced dead at the scene. Officers identified Louis as the driver of the Accord. He was unconscious and suffering from several broken bones when officers found him. Medics transported Louis from the scene to Eskenazi Hospital after the crash. During their investigation, police applied for a search warrant for Louis' blood. After the warrant was approved, samples of Louis' blood were tested. The results of those tests revealed Louis had an ethyl alcohol concentration of .165, more than twice Indiana's legal blood alcohol content limit. Investigators spoke with a potential witness during their investigation of the crash. That witness indicated that she saw Louis' vehicle flip once, but she didn't witness the crash itself. According to court documents, police were able to determine that Louis was driving nearly 100 mph in the moments leading up to the crash. The speed limit where the crash happened is 35 mph, according to IMPD. Additional information police obtained indicates Clark was going about 16 mph before the crash happened. Court records indicate that Clark did not stop before pulling out onto North Mitthoefer Road from John Marshall Drive in the moments preceding the crash. Police also reported, however, that there were no traffic signs in the area that would've caused Clark to stop before turning onto North Mitthoefer Road from John Marshall Drive. IMPD also received alcohol testing results that were conducted on Clark's remains during their investigation. That testing revealed that Clark's blood tested positive for ethanol at .158 +/- .16 g/100ml. Court records also suggest that both Clark and Louis had never received drivers' licenses before the crash. Louis was booking into the Marion County Jail on Friday. Jail records indicate U.S. Immigration and Customs Enforcement has placed a federal hold on Louis. Public records indicate that, in addition to the ICE hold, the Indiana court system has ordered Louis be held without bond until his initial hearing, which is currently scheduled for Tuesday at 9:15 a.m.
