Crash witness says suspect looked like a ‘NASCAR driver’ during chase on Howard Frankland Bridge

TAMPA, Fla. (WFLA) -- Video from the Florida Highway Patrol shows the moments a speeding car, fleeing from troopers, hit another car then rolled several times in the middle of the highway. It happened Tuesday night on the Howard Frankland Bridge. In the video, the suspect is swerving in and out of lanes with the vehicle's hazard lights on. "She was driving pretty good. And in fact, she looked like she was a NASCAR driver," said Demora Mullan. Mullan was also on the bridge that night, and said she saw the suspect's car briefly in her rear-view mirror. That was until the driver hit another car and went rolling in the lane. You see sparks from the impact fly, and debris scattered across the highway. "This is like a scene from a movie flipping, flipping, flipping," said Mullan, who was right next to it. "Had she not veered over and hit the other car, she was definitely gonna crash it to the back of me." Mullan said she was trying to get out of the way. It wasn't until 8 On Your Side showed her the video that she realized the car went around her. "I felt everything I could feel. Her tires moving across the road and I felt the impact when she hit the other car, I felt vibrations in my car," Mullan said. FHP said 25-year-old Whitney Joseph was fleeing a traffic stop, hitting 132 mph in a 55-mph zone before the crash. As troopers pulled her out the car, she kicked one in the chest, hit another in the neck, and bit a third on the arm. Troopers said her car smelled like alcohol, and they found a cup with what smelled like rum spilled inside. The 21-year-old driver of the car Joseph hit had a seizure and was taken to the hospital. Mullan said she is stunned the wreck wasn't worse. "I was ecstatic that night, until I seen that I, nothing could have prepared me for that moment. I knew she was going to hit me and my life flashed before my eyes," Mullan said. The condition of the 21-year-old taken to the hospital is unknown. Joseph also went to the hospital but is now in jail in Hillsborough County. She is charged with DUI, aggravated fleeing to elude, resisting, and four counts of battery on a law enforcement officer.
