Roseburg man arrested after alleged DUI, stolen vehicle crash on Highway 138 East
Roseburg police arrested a 36-year-old man after officers say he crashed a car into a fence at Sunshine Park, then ran from the scene. Officers responded at 4:40 p.m. on Wednesday, May 27, to a non-injury traffic crash at Highway 138 East and Sunshine Road in Roseburg. Police said a black Toyota Camry left the highway and crashed into the park’s fence, and the driver fled immediately. Police said officers found Summit Francis Conn about two blocks away. Conn admitted he was the driver, according to police, and was visibly intoxicated. Officers said Conn admitted to drinking before the crash and admitted to taking the vehicle from an elderly man at the Roseburg Rescue Mission without permission. Police said Conn performed part of the standardized field sobriety tests, including the horizontal gaze nystagmus test, but refused all other tests. Officers said Conn performed poorly on the HGN test. The vehicle’s registered owner had been transported by ambulance to Mercy Hospital for unrelated health issues, police said, and officers believed the vehicle was taken around that time. Conn was arrested on charges of unauthorized use of a motor vehicle, driving under the influence of intoxicants, reckless driving, failure to perform the duties of a driver and a probation violation, police said. He was also cited for driving while suspended (violation), failure to drive within lane and driving uninsured. Police said Conn was unable to provide a breath sample at Corrections but agreed to provide a urine sample. The vehicle was towed by Bills Towing, and Conn was lodged at Corrections.
