Fatal crash, car fire shuts down part of I64 in Putnam County

This article has been updated with the latest information. PUTNAM COUNTY, W.Va. (WOWK) - A man is facing charges after a deadly vehicle crash and fire that shut down part of I-64 East Thursday night. According to Putnam County 911, the crash happened around 2:30 p.m., and the vehicle involved caught fire. Responding crews say the roadway will remain shut down for some time. The Putnam County Sheriff's Office says they were investigating a report of a stolen vehicle when the suspect, whom they identified as Joseph R. Elswick, 22, of Putnam County, fled east on I-64. Putnam County Sheriff Bobby Eggleton says in the pursuit, stop sticks were deployed, but Elswick continued on I-64 past the Hurricane exit. Eggleton says Elswick's vehicle then collided with a second vehicle. Eggleton says the victim has been identified as Angela Born of Putnam County. She was pronounced dead at the scene. "Mrs. Born was a wonderful person, and our prayers go out to her family," Eggleton said. According to Eggleton, Elswick is being charged with aggravated vehicular homicide, fleeing with reckless indifference, and "several other charges as they are determined to be needed." 13 News has a crew headed to the scene, but they are stuck in traffic on Teays Valley Road due to the massive traffic backup caused by the crash. WOWK Reporter Sarah Davis tells us that even the detours, such as Teays Valley Road, are currently at a standstill. This is a developing story, and WOWK 13 News will update you on air and online as we learn more details.
