
Township in Delaware County, PA aims to reduce electric scooter accidents with new law
The Haverford Township Commissioners in Delaware County, Pennsylvania, have taken a step towards implementing stricter regulations for electric scooters and bikes. The board recently voted to advance an ordinance that would prohibit individuals under the age of 16 from riding these vehicles. If the ordinance is approved and enacted as law, it is expected to go into effect in January 2026, with a $25 fine for those who do not comply. The commissioners view this local ordinance as a meaningful and practical measure to improve safety for young residents and are working towards broader compliance statewide. This initiative follows the tragic death of 12-year-old Abby Gillion in an electric scooter accident in Aston. Her family, devastated by the loss, is advocating for a new law named "Abby's Law," which would limit e-scooter speeds to 20 mph, prohibit riders under 16 years old, and mandate helmets for 16 and 17-year-old riders.
