PPD: 2 arrested in connection to fatal January crash with pedestrian

(WAVY) — Two people have been arrested in connection to a January crash on Virginia Avenue near High Street in which a 33-year-old man died, Portsmouth Police said. Eric Reign Rivers, 18, and Terrance Shelton Bailey, 21, have been charged with involuntary manslaughter and are being held without bond in connection to the incident. On Jan. 12, police responded to the 1100 block of Virginia Avenue near High Street around 11:50 a.m. after getting calls about a pedestrian struck and pinned underneath a car. Witnesses said two speeding cars crashed into a pedestrian near the London Oaks Apartments as police protected the crime scene on Virginia Avenue. The witnesses, who did not want to be interviewed on camera at the time, said two men were traveling at a high rate of speed when they crashed into the then-unidentified pedestrian. Police said the victim, later identified as Corey DeShawn Clemons, 33, was pronounced dead at the scene. Witnesses said at the time that one suspect was driving a white vehicle and the other was driving a black sedan. They also said both drivers stayed at the scene while police gathered evidence.
