
Police: 67-year-old man dies in hit-and-run on I-695, red truck sought
A man died after a hit-and-run crash on Interstate-695 near Wilkens Avenue on Sunday morning. According to Maryland State Police, troopers responded to the area of the I-695 inner loop at Wilkens Avenue for a reported two-vehicle crash around 2:20 a.m.An investigation showed the victim had parked his truck on the right shoulder and was attempting to change a flat tire when he was struck by another vehicle. Police said the victim had his hazards on and also used a flare.The victim was identified as Junior Dunkley, 67, of Owings Mills, who was taken to Shock Trauma and was pronounced dead. The driver of the other vehicle did not stop and the vehicle was described as a red 2005-2012 Toyota Tacoma.Police said the truck is missing a bumper."I think this is an important moment to discuss the Move Over Law and how important it is. When you see a vehicle parked on the right shoulder, give them space when it is safe to do so," said Kyleigh Beaver with MSP.Maryland is the eighth state in the nation to expand its Slow Down and Move Over Law. It includes any vehicle on the side of the road with its hazard lights on or using road flares. Previously, it only applied to emergency vehicles."It will apply to all vehicles," said Ragina Ali, a AAA spokesperson. "We are hoping that expansion of the law will reduce any confusion because we heard motorists say, 'Well, I know we had to do it for police, I didn't know I needed to do it for the truck driver.' You need to do it for everyone."Violators of the law face a $110 fine and one point on their license. If the driver causes an accident, they'll be fined $150 and receive three points on their license. If they cause serious injury or death, the fine jumps to $750 with three points.The Maryland State Police Crash Team is investigating the incident and is asking anyone with information or who may have witnessed the crash to contact them at 410-780-2700.
