Lowe describes what she says was a dump truck that struck multiple people. "I was sitting at a stop sign getting ready to turn, and, as I was getting ready to turn, a dumpster truck, he ran the stop sign coming from the road he was driving off of and he ran the stop sign and he hit a group full of men, you know the men who work on the powerlines," Lowe said.
