More charges filed against bus driver in I-95 crash in Virginia that killed 5, hurt 44

The bus driver accused in Friday’s chain reaction crash on Interstate 95 in Stafford County that killed five people and injured dozens more now faces new charges in Stafford County. Jing Sheng Dong, 48, of Staten Island, New York, now faces three additional counts of involuntary manslaughter and a misdemeanor count of reckless driving. This is in addition to the two previous counts of involuntary manslaughter he was already facing. 7News learned the driver also has a previous traffic citation out of Maryland , where he was supposed to appear in court Tuesday. Dong was issued a citation by Maryland State Police (MSP) Annapolis Barrack on March 9 for going over the speed limit, driving 72 miles per hour in a posted 50 miles per hour zone. Dong was driving a coach charter bus by Route 3 Southbound at Charles Hall Road around 1:20 a.m., according to a spokesperson for MSP. Passengers were on the bus at the time, but the spokesperson could not confirm how many. Dong has a trial scheduled in that case for 9 a.m. Tuesday in Annapolis . Virginia State Police confirmed he is still in the hospital, but couldn't say his current condition. National Transportation Safety Board (NTSB) investigators are documenting the wreckage and continuing to collect information about the road conditions leading up to the crash, a spokesperson told 7News Monday. NTSB will release a preliminary report within 30 days of the crash. During a news briefing Saturday, NTSB officials said the investigation will focus on several factors, including: Driver actions and history Highway and work zone design Vehicle condition Motor carrier operations Possible fatigue, sleep history, and substance use Investigators are also seeking video evidence and witness statements from anyone who may have seen the crash or the moments leading up to it. Transportation Secretary Sean Duffy said the Department of Transportation is reviewing New York licensing records, training documentation, and the driver's history. Virginia State Police (VSP) said the preliminary investigation shows traffic was slowing ahead of a work zone when the motorcoach hit the back of the traffic queue, triggering a multi-vehicle crash. VSP said the bus, operated by E&P Travel, was traveling from New York City to Charlotte, North Carolina, when it struck a Chevrolet Suburban. The Suburban was then pushed into an Acura SUV and other vehicles, and the bus hit additional cars, according to police. Five people were killed, including two children, and about 44 people were taken to hospitals, three with critical injuries, according to VSP. Mary Washington Healthcare, which received 19 patients from this incident, said Monday all but three patients have been discharged. One patient has been upgraded from serious to fair condition. Of the two remaining patients, one remains critical and one remains in serious condition. Dong is still hospitalized but will remain in the custody of Rappahannock Regional Jail.
