A man from Monroe County has been arrested on multiple serious charges following a tragic crash that occurred due to his reckless driving speed while under the influence of cocaine. Joshua Scroggins, 40, faces charges including reckless homicide and operating a vehicle while intoxicated on a controlled substance in relation to a fatal collision in 2024 that claimed the life of 66-year-old John Franklin Skirvin of Bloomington. The incident, which took place at the intersection of S. Garrison Chapel Road and W. Gardner Road in Bloomington, led to Skirvin's untimely death despite efforts by emergency responders. Scroggins, who sustained injuries in the crash, was found to have been driving at an unsafe speed when his vehicle collided with Skirvin's car. Subsequent investigations revealed the presence of drugs and drug paraphernalia in Scroggins' vehicle, and toxicology results confirmed the presence of cocaine and other substances in his system.
