Driver arrested following high-speed pursuit culminating in Portsmouth collision
A man from Middletown was arrested in Portsmouth after a police chase, causing a nearby elementary school to go on lockdown. Richard Troupe, 46, allegedly ran from Middletown police who were trying to stop him over a no-contact order violation warrant. Having previous reports suggesting he may have had a gun, Portsmouth police tried to intercept Troupe when they spotted his black Jeep speeding at 90 mph. Troupe drove recklessly and crossed into oncoming traffic, prompting police to cancel the chase. He ultimately crashed his vehicle near West Passage Drive and fled on foot. Meanwhile, a woman was apprehended, and Melville Elementary School was briefly put on lockdown as a precaution. The police launched a search operation with the help of a drone and K-9 unit, eventually finding and arresting Troupe. An investigation is ongoing, with charges pending.
