Miami police have arrested a man, Andres Fialloestupinan, 36, in connection with the incident. Reports suggest that on Tuesday, Fialloestupinan was driving at a high speed and struck the jogging man, resulting in severe injuries including the loss of both legs. The crash also involved hitting an ice cream truck and two other parked vehicles. Fialloestupinan attempted to flee the scene but was apprehended by bystanders until police arrived. The man's identity has not yet been disclosed, and Fialloestupinan faces charges related to the accident.
