30-year-old apprehended for three felony charges relating to fatal Norris Bridge Road collision in Lancaster County

An individual has been arrested in connection to the fatal three-vehicle crash on Norris Bridge in Lancaster County, Virginia, which occurred in July 2025. Following the crash, Virginia State Police responded to the incident on Robert O. Norris Jr. Bridge, resulting in the tragic deaths of Chrystal Michelle Lyles and Ernesto Santiago. The driver responsible for the crash, Jesse David Foster, has been identified by authorities and taken into custody. Foster, a 30-year-old from Lancaster County, is now detained at the Lancaster County Correctional Center with multiple charges pending against him. Authorities have indicated that Foster's court appearance is scheduled for September 26, 2025, at 9 a.m. in Lancaster Circuit Court and he is currently being held without bond as the investigation progresses.
